Leonard Opollo
Leonard Opollo is a strategic development and programs leader with over 15 years of experience mobilizing resources, coordinating multi-partner financing, and executing scalable initiatives that deliver measurable inclusive economic growth across Kenya. He currently serves as Director of Vocational Training and Skills Development for Busia County Government, where he leads a workforce development system spanning 27 Vocational Training Centres and 135 trainers.
His experience spans public sector leadership, institutional capacity strengthening, blended finance models, and cross-sector partnership development with development finance institutions, banking groups, and international technical agencies.
Leonard holds a Master of Arts in Project Planning and Management from the University of Nairobi and is National Chairman of the Kenya Association of Project Managers (KAPM).
As a Member of the Strategic Partnership Committee at Empower Skilled Trades Foundation, Leonard brings deep expertise in partnership strategy, stakeholder engagement, workforce development ecosystems, and public-private co-financing models to strengthen ESTF’s global network and long-term impact.
