Nneka Eminence
Nneka Eminence Timothy is a Monitoring, Evaluation, and Impact Assessment specialist with extensive experience supporting entrepreneurship, workforce development, and social impact programs across Africa. As Monitoring, Evaluation & Learning Advisor with the Empower Skilled Trades Foundation (ESTF), she strengthens program quality, accountability, and evidence‑driven decision‑making across ESTF’s Africa Canada skilled trades and workforce mobility initiatives.
Nneka specializes in designing and implementing robust M&E systems, impact assessments, tracer studies, and learning frameworks that help organizations measure outcomes, improve performance, and demonstrate value to donors and stakeholders. She has supported NGOs, EdTechs, incubation hubs, and public‑sector programs in building scalable, fundable, and measurable interventions. As a grant consultant, she has contributed to securing over $100,000 for development programs and organizational growth.
With experience training and mentoring more than 2,500 SMEs across Nigeria, Kenya, and South Africa, Nneka has delivered capacity‑building programs in digital marketing, enterprise development, business growth, and workforce readiness. She has also facilitated financial literacy training for 25,000 farmers, expanding economic inclusion for rural communities.
Her work spans youth and women’s empowerment, entrepreneurship ecosystems, digital skills development, and program quality improvement. She currently serves as Monitoring & Evaluation Lead at Plus Incubation Hub and as a Digital Skills Trainer with UpSkill Universe, supporting Google aligned entrepreneurship programs across Africa.
