Dan Baffour-Awuah

Dr. Dan Baffour-Awuah is a Senior Education, Skills Development, and Workforce Systems Specialist with more than 35 years of international experience. He is widely recognized for his leadership in education reform, Technical and Vocational Education and Training (TVET), labour market development, and youth employment initiatives across Africa and beyond. He holds a PhD in Educational Management and has extensive expertise in TVET policy, institutional strengthening, workforce planning, and skills development.

He is the Executive Director of Workforce Development International (WFDI) and the founding Executive Director of the Ghana Council for Technical and Vocational Education and Training (COTVET), where he led major reforms in competency-based training, qualifications frameworks, apprenticeship development, quality assurance, and industry engagement.

Dr. Baffour-Awuah has worked with and advised governments, regional organizations, and international development partners, including the African Union Commission, UNESCO, UNICEF, the International Labour Organization (ILO), the World Bank, the African Development Bank, and GIZ. He has served as Team Leader, Chief Technical Advisor, and Senior TVET Expert on assignments across more than 20 countries, leading policy reform, workforce development, institutional strengthening, and skills system transformation initiatives.

His professional interests include economic transformation, TVET governance, labour market intelligence, digital and green skills, entrepreneurship, quality assurance, and inclusive pathways to employment. He is committed to strengthening education and training institutions that enhance employability, support enterprise development, and contribute to sustainable economic growth.
